Starter was "dragging" badly, heard a loud "click", then nothing. Starter will no longer engage. Is there a circuit breaker or fuse ?

sure there is a fuse .. check your owners manual for that.
sounds like you burned out your starter and it needs to be replaced.
easy to do ... two bolts usually hold it on ... just one wire to take off
and put back on.

Hate to ask the obvious, but have you checked your battery and connections?

starter has no fuse
check AND CLEAN EVEN IF THEY LOOK GOOD battery connections
does it even click?
had a ford burn the wire between the solenoid and starter once.
do you have a voltmeter check for 12 volts at battery then check at
solenoid. have somone turn key while checking ... voltage should not go
below 9 volts (while key is turned)( anything higher than 10 volts would
be great)
if you have voltage and solenoid clicks check other side of solenoid for
voltage when key is turned to start position.
if there is voltage there get under the car and check at the starter .
if you have voltage at atarter when the key is turned then you need a
starter .
