Please clarify, the lever under the dash or the latch under the hood is
broken?

Either way, the only option you might have is a salvage yard to get a
new cable, inside lever, or hood latch.

You might be better off taking it to a dealer, but even they might not
be able to order these parts, if that model car/year is "obsolete"
(meaning you can't get model specific parts for it anymore).

The first step would be to give a Ford dealer parts counter a call and
ask for prices on those parts, if they cannot be obtained they will
tell you "obsolete".

If you're handy with tools, the salvage yard is always a good option
for situations like this.

Forgot to mention, even to fix this with the correct replacement parts
you'll need to open the hood by some other means.

Get yourself situated under the radiator/bumper area and you should be
able to see/reach the latch from there.  A flashlight will help.

Try this:

Look for where the cable is connected to the latch (should be the
safety) and find a way to try to pull out the safety.  Since the cable
will be of no use to you located inside the cable housing you will have
to work on freeing the safety by other means.  Have someone push down
on the hood just enough to give the safety some wiggle room and start
pulling/pushing/prying/banging or whatever needs to be done to free the
safety without damaging it or the latch.

After you get the hood open, refrain from slamming it down shut again
until the release is fixed.

Cable on my 95 broke right at the latch... looking close, flashlight,  and
contorting yourself will allow you to pull the latch.

You HAVE to release it at the point where cable connects; IIRC, cannot be
forced open
