I looked at a 2003 Lincoln Town Car Signature tonight with 33,000 miles.
On the sticker in the window the bottom line under " other options "
was California Emissions PKG.
What kind of extra devices are added to a Cali car as opposed to one
that is sent to IL? Do they get less MPG than one that is being sold in
IL?
If one of the CA Emission parts dies, I take it the part would have to
come from CA, as no dealer in IL would have any reason to stock such
item.

I dont think there is any difference any more. It probably is there just to
show it is legal/meets CA requirements.
