steering stiffness+poor steering wheel return

1997 aerostar 4 litre, 2 wheel drive installed new rack ,pump  wheel
alighnment all componments under car related to steering are in great
condition .can it be steerin column problem?

you say new rack... rebuilt rack is more likley.. was the sterring ok
before you replaced the rack?  if so i wouold blame the "new" rack.
disconnect the rack from coluum.
spin steering wheel.. dont lose track of the turns or you will damage
the clockspring make sure you dont go more than two turns either way is
it turning freely? most new steering coluums have a u-joint under the
dash these can get stiff and make steering stiff better check that as well

Assuming that it did this BEFORE you changed stuff... is ALSO an indication
of ball joints ready to give up... Have squeaking on low speed turns?

Dont let that nose fall on the ground!
