what is a weep hole?

Basically it is a drain so moisture and condensation that may form can
"weep" out of a cavity.

And if it's a water pump, it's the little hole drilled in the underside of the
"snout" (and sometimes the top too), where the coolant leaks out if the
pump's internal seal is bad. I think it's there to keep the leaking (but still
pressurized) coolant from filling and killing the pump's front bearing.
