Is there a Special Tool required for Removal/Installation of Headlamp Assy.
on a 1997 CVIP Crown Victoria? If so where can one be purchased?

There are no tools of any kind needed to remove the headlamp assembly; just
push on the spring clips to release.  However, if you are just changing the
bulb, the only tool you need is a hand with an opposable thumb; pull the
wire terminal off the bulb, then grasp and turn counter-clockwise one
quarter turn.
