split mirrors on 12 passenger van

We van pool to work.

Last week, the city providing the vehicle switched us to a 2004 E350 12
passenger van.

This van has split side view mirrors on it (the bottom two inches can be
moved manually to provide a different view than the top).

Any one know what the philosophy is to get the best use of the bottom
part of the mirrors.  The owners manual says to adjust them for the
"best view", but I can't get a "best view".

The small, bottom mirrors are convex (fish eye) and should be adjusted to
improve lane change type manoeuvers. Nothing will replace shoulder checking
but these mirrors will offer a small degree of help.

Those mirrors just plain suck.
The previous years bigger mirrors with a stick on convex had way better
viewing area than these "updated" mirrors. You never can get wide view with
ample vertical view.
Flat glass is too small and the convex has width but no height so it's hard
to adjust for lane change and a view of curbs next to the truck.
I'm stuck with mine until I wear out the van I'm driving also.......
