95 Taurus GL Rear Disk Brake -Emergency Brake Cable Question

For a 95 Taurus GL with Rear Disk Brakes, Can hydraulic 4 wheel disc brake
system operate with 2 rear emergency brake, steel cables completely removed?

Can it? Yes.

Should it? No.

In many areas this will fail safety inspection (NY for instance
requires that the emergency brake be able to hold the car stationary if
it is put in drive).
