The outer race of a tapered roller bearing is sometimes called the "cup" and
the inner part called the "cone."

It is recommended to replace the whole bearing, cup and cone, but you can
mix and match NEW cups and cones from the same size bearing without issue.
The sizes are pretty standardized if you stick to the big bearing
manufacturers (SKF, FAG, Timkin/Torrington, etc).

Correct, 99% of the time the coating found on tapered roller bearings from
the factory is nothing more than an RP (rust preventative). This should be
washed off and properly lubricated prior to use. On expensive bearings that
instruction is written right on the package.
