a/c cools well only when high RPM

Hello, i have a 92 honda accord ex.  It has been retrofitted to r-134a
refrigerant.  My a/c cools, but not that well. It only really cools well
when i run in the highway or am constantly accelerating.   What could this
be?

Are both fans running on your radiator?

Yes both fans are running fine in my radiator.  I found that the compressor
is a little colored green.  I remember when i recharged my a/c, it had a
green dye.  Could this be a leak within the compressor, of from the pipe
connecting to the compressor?
