1986 honda accord

i know this may sound stupid but on my honda and others like it there is a
bar with an arrow on it what is it for i tried to see if it was for tilt
steering and other things.. my friend has a honda like mine and we are
stumped.... if someone knows let me know. thanks ahead

Pull it down  (hence the arrow) and then push the bar away from you. Then
move the wheel where you want it to be (86 accord doesn't have much
adjustment).  Then pull the bar back toward you ... and slide it back up.
