I have a 1993 Honda Civic EX & everytime I keep putting in a new fuse
for the ABS system it continues to get blown out & shorted.
Could this be an electrical proble or something wrong with the
pump??

Disconnect pump, relay or alternator and insert fuse and see if
it blows. Likely a dangling wire somewhere. (e.g. relay, pump,
alternator etc.) (This may or may not be specific to your car.)
