94 Honda Accord Cooling Fan Not Working

I have a 1994 Honda Accord that overheats in long periods of idle
during traffic.  The cooling fan on the passenger side (radiator fan)
and the A/C condenser fan (driver side) both work when the A/C is on.
Both fans turn off when A/C is off. The radiator fan should work when
the A/C is off.  Can anyone tell me what may be the cause?  Thanks for
your help.

Hi Don

I've never worked on an Accord, but I suspect it is the coolant
temperature sensor - integra/civic have a similar arrangement.
On the civic is is located near where the lower radiator hose enters
the engine - it might be in a similar location on the Accord.
