1994 Civic Vibrates when stopped

I drive a 1994 4dr Civic. When I am at a complete stop the car
vibrates a lot. This does not happen when the car is running. I have
had a tune up done on the car. Does anyone know what could be the cause
of this.

Idle speed too low? Bad engine / transmission mount?
