warm air from ducts - even though lever is in cold - 93 accord

Hi,
I am trying to diagnose and fix a problem on my 1993 Accord LX.

I have a lever type hot/cold selector and when I put it all the way to
cold I still get warm air and when I slide the lever to warmer, it gets
hotter.

So I am assuming a valve is not fully closing.

Could the cause be anything else?  I don't have A/C on the car.

If this is the case, is it a DIY job to fix?
Is it something to do with the air mix cable?

Does it need a new cable or an adjustment?  Any online writeups about
this.  I searched the news group and got some info.
