Identified the PCV valve!

1997 Civic LX Manual. I couldn't locate the PCV valve before. Finally,
a few days ago I got lucky, the Sun was shining at the right angle and
I was looking around to clean something and saw that damn blue thing!

Now please tell me how do you get a needle-nose pliers in there o pinch
the hose to test the PCV valve (you should hear a clicking sound), and
if it is defective, how in the world do you replace that thing, WITHOUT
taking half of the engine off?
