95 civic horn not working

Hello
I have a 95 civic with a horn problem. The fuse is ok, and the horn tests
fine. Is there anything I should know before I go looking for the culprit?
Are these known for any problems that I should put to the top of the check
list? I am assuming this model has a relay buried somewhere, I'd appreciate
any info.
