'03 accord bulb replacement

I am trying to change the headlight bulbs on my Accord.  I cannot do
the 1/4 turn the manual says to do in order to get the bulb out.  Is
there something I am missing, or a trick to get it out.  There is not a
lot of room to work with behind the wheel well.

I just did this on my '98 accord, and the old one didn't come out easily. No
idea why not, the new one went in OK.  I had to use some pliers,(6 inch
channel locks) and twisted gently. It didn't go 1/4 turn, more like 30
degrees, and popped right out. The new one goes in and out easily.
