92 Honda Civic wont start

Have you tried running a wire direct from battery to pump to see if the
pump will come on then?

Do you hear all three clicks from the Main Relay? I suspect cracked solder
on the Relay. You may be getting power TO the relay, but is it going to the
pump through Terminal 7?

What John said.

Also, if you can gain access to the contacts on the pump, make sure you
have a voltage there (including proper grounding). Pumps do go bad
sometimes.
