want better mpg?  address the following:

new plugs
new distributor cap/rotor
new leads
new stock air filter
check ignition timing
adjust valve lash
check valve timing
use fuel injector cleaner
correct tire pressure
use silica compound tires
clean pcv valve
clean egr valve [if automatic]
new oxygen sensor
use high lubricity synthetic oil

there's others too, but that'll keep you busy for a while.

will a cold-air intake do anything

I found that a K&N cone filter made a small but noticable difference
accelerating under heavy revs on my 91 Accord.  Not sure about any
change in feul economy, the swap was early on in my ownership of the
vehicle.

For fuel consumption?

No.

I doubt it will help much, especially with the cheap ones.  Don't forget
that the intake manifold is heated to prevent icing and improve fuel
vaporization.  You can't slap any cold intake on any car and expect
everything to get better.  Find somebody who's already figured it out
for your exact car model.
