Special Tool for Master Cyl Install

Honda 94 Accord Service Manual shows a special tool used to set
pushrod clearance adjustment for a brake master cylinder. Tool is $150
special order. Anyone know a way to set this clearance without the
tool?

Measuring the position of the piston end in the old and new master
cylinder seems like it would accomplish the same thing.
