I have a 1992 Honda accord I notice the lower radiator hose runs cool even
with both fans on but the upper hose runs quite hot. I also notice with the
engine cold when I  take the radiator cap off the antifreeze runs out is
this okay when the engine is cold.  Sign wirenet

bottom is supposed to be "cooler" because fluid flow is top to bottom in
the rad.  completely cold however indicates potential blockage.  you
need to check that by disconnecting the fans to see if the bottom hose
now gets warm.  if not, consider thermostat and rad replacement after a
full coolant system check.

potentially, but it depends how much.  should be minimal.
