Accelerator Pedal is very hard to push

Hi,

I just bought an used Honda Civic 2001 Model. The accelerator is very
hard to push, though the engine runs smooth.

I am new to cars, hence dont know whether this a problem or its ok.

Is it hard to push at first, but then it sort of "pops" and is easy after
that?

First off, check to see that the floor mat is not in the way.  If that
checks out, one possible cause is carbon build-up in the throttle body.

Some Civics have bad grease on the throttle cable.  It's not too hard to
change but you should bring the cable to the parts department with you.  
When I changed the cable on my 97 Civic HX, I went through about 30
mislabeled bags of throttle cables before finding the right one.
