I have a 1991 Honda Civic and during my drive through the rain the
windshield wipers ceased working. It seemed like they were trying to
work (as if the motor that powers them was working) but the arms
wouldn't move across the windshield. Does anyone know what might be the
problem and how I might be able to fix it? Thanks in advance!

The link from the motor to the driver's wiper has fallen off at the motor.
Replace the link.
You need to remove the black plastic leaf grate to get at the link.
