Gas pump shuts off early, EVAP code

My 99 Accord has a problem.  When I go to fill up gas,
the pump shuts off every few liters or so.
The only way around this is to pump the gas in way slower or
keep hitting the gas handle.
Also around the same time the check engine light has came on,
with an EVAP system code.
Is a blocked fill tube the likely culprit? if not what else
and how would you diagnose it?

There are various solenoids that control flow through the EVAP system. It's
usually them that go bad.

You need to post the specific code that is behind the light. It will be
something like P04xx or P14xx.

What model and engine is your Accord? How many miles?
