If the OP is female, as I suspect, this won't work. Women don't read in the
can -- that's a guy thing. :)
I've just had a look through the '07 CR-V Owner's Manual myself just now.
There is a blizzard of description for the dashboard, but nothing by color,
so I can't place that "blue light".

If you don't know the answer, why bother responding?
I have read the manuals front to back, all they do is mention the
courtesy light and show a drawing of it.......no more info than that.

It is above the rear view mirror in-between the vanity lights. Just a
tiny blue light next to an area with small holes that looks like a
speaker. The manual shows it, calls it a courtesy light and does not
mention the speaker-like thingy at all.

I think the problem here is that Honda appears not to have organized that
page too well. The description for the Courtesy Light is on the NEXT page,
not the page with the diagrams. (Page 121 in the on-line version of your
manual.)
I quote the description here:
"The courtesy light between the
spotlights comes on when you turn
the parking lights on. To adjust its
brightness, turn the Select/Reset
knob on the instrument panel."
As for the little grille, it appears to be just decoration. It may also be
there for ventilation for the courtesy light, so the light doesn't get too
hot (I'm guessing here).

Oh, I read that. I just do not understand what they mean by "courtesy
light". It is not bright enough (even turned up all the way) to do
anything besides be a little blue light. I thought I might be missing
something in the term "courtesy light".

A courtesy light is intended to provide just a little bit of illumination.
Many cars have one in the bottoms of their doors, which are intended to
provide a bit of illumination around the feet when getting in and out of
the car.
I think the blue one in your car is meant to provide some light so
passengers aren't completely in the dark, but not so much the driver gets
distracted.
