1993 accord - headlight delay

Hi,
When I turn my headlights on, there is a delay before it comes on.  All
other lights seems to be functioning ok.  It also seems to be more
prevalent in colder weather.

Sometimes, if I turn the signal light on (ie: move the lever up or
down) it seems to wake the headlights into coming on.

High Beams are fine.  I am assuming a bad contact, would this be in the
combination switch on the steering column and can I disassemble this
switch.

Or is there a relay for the low beams that I need to check.

The combination switch is going bad. It's trapped by the steering wheel,
which needs to be removed to replace it.

It might be possible to disassemble it and clean the contacts in order to
fix the problem, but I've never tried that.
