lamp relay?

in cold weather, my 91 civic headlights turn on fine, but the dash/
taillights take a minute or so to come on.  Is there a seperate relay
for these lights?  If so does anyone know where its located cause i
cant find it!

Most likely the combination switch is bad. This is the switch that
surrounds the steering column and has the headlight/signal/wiper levers.

Apparently you can take the switch apart and clean the contacts, but I've
never personally done this.
