Honda 2000 Accord AC cools intermittently only

I got my AC recharged yday for 100 bucks, still it has the same old
problem. The air conditioner starts cooling and all of a sudden starts
blowing warm outside air. I tried it in various conditions and at no
point could the cooling go beyond 2-3 minutes. What could be wrong or
is this a known common problem. Does any recall cover me?

Take it back to where you got the work done and ask them to put guages on
your system.  How many miles on your Accord? Did they see if the system
was leaking or just put in a can of R134-a refigerant.  Have them tell you
the pressure readings for the hi and low side and report back. Did they add
any refigerant oil?  Your compressor may be on the way out, or you could
have moisture in your system that is freezing up, starving the
compressor....or any number of other things. Good luck.

I took it back today, but reading this email only now. I was told that
its some electrical problem (wiring may be?) and the power to the
compressor goes off and on. did not tell me anything about moisture or
the compressor going bad, only thing he told me was he did a UV(?)
inspection for leaks and found none. Accord has 93K miles
approximately now. I am worried I might have just put 100 bucks in the
dust with this recharging thing! they said 130 bucks to diagnose the
electric issue and then fix it if its minor, else more money after
that...the honda dealers start at 250$ or 125$ to diagnose.

With the simple look at the compressor clutch (next to the pulley),
does it stop turning when there is warm air?
