How to adjust the PS belt on a 2000 Civic DX ?

Two bolts and use some tool for opposite force ?

Have you looked for a 1/2-inch square opening in the
vicinity of the PS pump bracket? Many Civics have this. One
then inserts a 1/2-inch drive breaker bar (with extension as
needed) and tensions the belt.
