Anybody here knows maybe if the blank key for Honda Accord
(mine is 2004) has ability to be programmed for specific
immobilizer code or it is other way around: key is read-only
and dealer is programming the immobilizer memory to know the key?

I am not talking here about the keyless entry, this I know
that receiver unit in the car has three keys memory...

It's the 'other way around'. Look through all these TSB's including the
category 'other' and 'miscellaneous' for several versions of Honda
immobilizer systems. http://www.tegger.com/hondafaq/tsb/index.html#list
