Canadian Accord daytime running lights

Having problem with running lights on 93 Accord, want to swap out
relay.

On 90 Accord, running lights are low beams. On 93, they're reduced
voltage hi beams.

Does anyone know what year they switched?

Argh, why do they do this?

High-beam DRLs are especially annoying to other drivers.
