1999 CR-V.  Can honda install LATCH system and tether mounts (for child seats)

The 1999 CR-V does not have the child seat LATCH system embedded within the
seats, which greatly (!!) simplifies the installation and removal of child
seats.  I want to know if the following two things are possible:

1. Installing a LATCH system (without replacing the seats entirely)

and

2. Installing mount points behind the seat so that the tether straps that go
from the top of the child seat over the top of the rear seat and down the
back have a place to hook to.

I'm dead tired of struggling with the @#$%ing shoulder belt.

Your owner's manual shows where you're supposed to be attaching the tether.

*WHOA, motsco_, you are absolutely correct* .  It's on page 41.  I must have
missed 10 times already.  The folks at hondasuv.com pointed out where it
was.

It requires mounting hardware from the dealer.
