2002 radio won’t turn on... all fuses are good... HELP

My wife reports that she turned on the headlights and there was a
surge on the panels and the dash lights went out and the radio will
not turn on. I checked the fuses in all 3 locations. All fuses were
good. Its a strange problem, I have never seen anything like it. When
you turn the headlights on, the lights behind the transmission
locating on the dash dim considerably. I feel it may have something to
with the alternator and battery? not sure. Does Anyone have a clue how
to diagnose this problem???

Chances the is a voltuge issue go to auto zone and they can do a check for
free

there is a fuse under the hood for the radio.  Check there too.
