86 Accord LX - brake issue

Opinions please,

When driving, a push on the brake results in loud hissing which
appears to come from the brake pedal area and minimal braking power. I
have the shop manual and done the various tests which were somewhat
inconclusive as there was little to no changes to pedal hight during
the engine on and engine off pump and hold tests. I have vacuum on the
booster side of the check valve.

Brake fluid is close to full. No recent brake jobs.

A vacuum leak in the booster when activated.  Your vehicle is certainly
old enought to warant a rebuild.
