My sister's speedometer in her 1998 Civic DX is acting very weird.
Sometimes it works and then it just drops off. The odometer stops as
well when the speedo drops off. Any ideas?

I think the speed sensor is the usual problem, but don't jump to the
conclusion on my say-so.

Vehicle Speed Sensor (VSS). Common fail point.
Is the Check Engine light on?

Had the same problem on my 98 civic a couple years ago. Speedo all
over the place while driving, and it idles a little weird. Check fuse
#15, is it blown? Is your check engine light on? If so, check out
the files located at this link, should help you:

It refers to TSB 99-029, and there are even pics of a wire thats
managed to rub enough to become bare and ground out that circuit which
affects the VSS and both O2 sensors. Re-shrink the wire and replace
the fuse and your back in business.
