I had a minivan that almost caught fire because the sun focused through
the headlight and melted a siren (car alarm). It actually burned, but
the fire went out by itself . . thank God. I found out about it days
(maybe months) later.
Maybe this is what happened to you?

Install any new bulbs? The high intensity higher wattage are more dangerous
than people think.

The regular bulbs get pretty hot, too, and if the bulb and socket fell out of
the headlight housing, and was laying on something,it could have melted some
wires or whatever, caused a short or some plastic to ignite.

Never heard of such defect on civics. I guess it can happen, but
this would be very rare. Firemen would be the expert and could
tell you if this was arson or not. If they do not think it was
arson, then it was most likely a problem with the wires. Get
there official report and bring this to Honda and to your
insurance company. Also, get the insurance to check your car to
appraise the damage properly. Sometime, Insurance company also
have access to expert (retire firemarshall) and they can help
determine if this is a defect or not.
No matter what Honda tells you, the firemarshall is the expert on
this, not Honda.
I hope this helps and that you are covered.
