Honda Civic Theft Recovery

Got a chance to buy a Civic theft recovery, haven't seen the car but was
told that the steeting colum lock is broke, and the car was allowed to idle
and run out of gas.

Does anyone know if the fuel pump is trash, after this?

The fuel pump should be just fine. Power to the fuel pump is shut off
when the engine stops for any reason. The fuel pump would have been
running with no fuel for some time, but it would be dozens of seconds,
not hours on end.
