what can cause a belt to squeal in the rain also in the cold??????

Not tight? Belt needs to be replaced?
Bearings shot? Alternator running heavy load > Tighten/Replace belt.
Power steering bearing seizing?

i dont have power steering, brand new belt. it doesnt squeal all the time
just when you first start the car

Then it's probably loose and needs to be tightened.

Easier way out. Belt dressing.
