It is probably related to bad linkage or cable - it may need to be
replaced.

the Owner's manual tells you how to pop off the (tiny) cover and insert
a key into the top of the steering column to override the electric
lock_out. You may have a dead / broken switch on the brake pedal. There
are TWO. In winter the linkage can get out of adjustment because of the
cold. Any mechanic who has worked on Hondas will be able to adjust it,
just don't put dino-based lubes on it. Length adjustment is on left side
of the steering column, remove one Phillips screw and cover comes off.
