I am going to lower my 92 Civic Hatch, about 1.5", with tein s-tech springs. Will the negative camber be enough to wear my tires fast, I have 17" rims on it now, but I drag race on weekends with 15

1.5" is too low to not modify camber.  you should use a camber kit both
front & rear.
