MOst common DTS problem in a 99 Accord

Folks,  My Brother in Law is dealing with a 99 accord that has totally lost
its' power steering.  He is living on Cyprus and his mechanic is an hour
away.  He's wondering if there is anything he can check up front before he
has it towed.  He says the steering is so hard that he doesn't want to drive
it any more than a few blocks.
