Lucky you. Remove the back seat cushion, remove the maintenance cover, and
Bob's your uncle.

However...
To remove the seat cushion, you need to remove the seat backs first.
*DO NOT* try to pop the seat cushion off its hooks at the front. You will
wreck the cushion and its hooks.
Once the seat backs have been removed, you can undo the single bolt at the
middle-back of the cushion, at which point the cushion pivots up and
forwards to disengage the hooks. Need more? Just ask.

By the way, fuel pumps rarely fail. Why do you want to get at it? Most
"fuel pump" problems can be traced back to the Main Relay.

it's a pita.  you need to drop the tank to do it, or at least, that's
the situation with the previous and sunsequent generations of civics -
don't see why yours should be different.  the inspection cover you can
access under the back seat is just for the gauge sender unit.  hint: an
empty tank is a lot easier to handle than a full one.

It is different. With the '92 Civic, Honda decided to make it so you didn't
have to drop the tank.
