Dash Clock on an Accord

Should the dash clock on a 2000 Accord be lit up at night ? If so how do I
get at the bulb / Thanks

It should be lit up at all times.

If you put a small flat blade at the bottom of the clock (maybe protect
the dash with a cloth), the clock just pops out.  Unplug it.  In the
back is a very small bulb that unscrews.  A couple bucks at the dealer.  
Put a new one in.  Reverse the procedure.
