When you are involved in a hit and run, (ie someone hit me and ran) do you
pay the collisions dedcutable or the comprehensive deductible?

Collision deductible applies, unless you have "Uninsured Motorist
Property Damage" (UMPD) which is available at extra cost in some states
and usually has a lower deductible (Not to be confused with (UM) which
does not cover you car).
Comprehensive is actually "other than collision" coverage and only
covers things like fires, flooding, missiles (any flying object like a
rock is considered a missile), etc.
