The 96 Elantra that has 45000 miles (like little lady to church on Sundays)
has never had belts replaced or brake job.

The safety inspection indicated front brakes soon; which I may be able to
DYI.

I'm sure it is also time to replace belts. Which belts are appropriate to
replace at this time (that is what are they) and is this a DYI project or
better left to professionals?

Any other similar preventative measures to be considered?

I'd certainly do the timing and all three drive belts.  If you've
comfortably done a timing belt before, you should have no difficulty with
this one.  It's pretty simple.
