anyone have simple directions on tightening a 92 trooper parking brake?

is it done from inside cabin or outside, brake handle pulls up all the way and car
still rolls at idle so want to make it grab sooner

A guy that used to work on our Troopers commented after making that
adjustment...said the disk/drum combo was "just like a Corvette!"  LOL...
