Steering rack has less then 3000 miles on it. It was replaced when the
power steering nonsense was removed. They "test" it by jacking up the
car and wiggling the wheel. Believe me, I would know if the steering was
loose.

Well, that is on the agenda. But I can't believe that it went "bad"
after 80 miles of travel since the previous inspection.

Take it back to Mr. Inspector and ask what, specifically, is loose, in
their opinion. Otherwise you're just playing a guessing game - at your
expense and aggravation. They could care less.
Tell 'em the rack was replaced only xxx miles ago and, at that time, all
was thought to be tip top and that you are a law abiding driver and
don't understand what, now, the problem could be.

I tried to. But when I asked him what a torsion bar was, he was
clueless. I have to find another inspector.
I even dug out the paperwork for the job, but I'm not going back there.
This is also the first time ever that I saw them check the windshield
sprayer. And it really is part of the inspection; I looked it up.
So I had to take the one out of the Jag and refurbish it as it hadn't
had water in it for about 20 years. I only drive it under perfect
weather conditions. So now I have the sprayer back in service.
