I own a 1988 XJ6, 3.6L, 6cyl. The blower motor only works on high. Would it be a relay, the switch or the blower motor?

None of the above!! The blower problem you are describing is caused by the
failure of the Darlington Transistors attached to the circuit panels on the
blowers themselves. There is a blower on either side under the dash on the
'88 XJ40. If you are now experiencing the blowers operating on high only,
then the electrics on both sides are gone. Here are instructions:
