There are only three cases, which one is yours?

NP231  4L N 4H 2H  (only 2H should be used for road driving)
                   this is a part-time system in both 4wd positions
                   and driving in 4h or 4l on solid surfaces is bad
                   for the transfer case.

NP242  4L N 4full 4pt 2wd (2wd and 4full are for road driving)

NP249  4L N 4H  (either range can be used on hard surfaces)

To shift into 4lo you can be in park, but it won't shift
if the gears arn't lined up.  It helps to be moving forward
slowly (<5mph).  Then you just slam the shifter into 4lo.
To go back to 4hi, you just slow down again and slam it back.
(It's easier on the case to do it in park or nutral)

I usually keep rolling, transmission to N, then go to N on the
case and shift hi/low, then put it back in drive.

Go too slow and it will complain loudly.

4 high can be shifted into at any legal speed.  I use it just like
another shift in the winter.  Hit a snowy patch and shift in on the fly,
hit clear road or when I want to turn left at an intersection and shift
out.

It should never be used on dry roads because it locks the front and rear
axles together so when you turn one wheel has to scuff the road.  On dry
road, this will bind up the drivetrain and something will break.  Our
old roommate blew the transfer case to pieces driving on paved roads in
4 high.

To get to 4 low, you should be just rolling about 1 or 2 mph, then you
bring the shifter to neutral, push it hard to the right and zig zag it
back past the safety stop into 4 low.

You might need some lubrication on the linkage down under too.
